Summary:

Project activities are divided according to six main work packages: poverty reduction and the risk of poverty, determination of responsible persons for individual measures, system of rights from public funds, stakeholders in the system of rights from public funds, measurable indicators and dissemination of findings into practice.

Planned activities in the project are:

- An overview of the theoretical background, which includes an analysis of secondary data on rights from public funds and a substantive analysis of rights from public funds. The review of the theoretical background also includes the definition of the risk of poverty with current risks and the assessment of future risks in connection with health (analysis of NIJZ data), review of the network of associations and societies for conducting surveys and identifying people in need, on the verge of poverty, and analysis of current needs, ranking of the most at-risk factors and analysis of the evaluation of implementation programs and levers for continuous improvement according to upcoming needs.

- Collecting empirical data, which includes the implementation of a focus group on rights from public funds and their impact on poverty reduction and the risk of poverty, in-depth interviews on rights from public funds and their impact on poverty reduction, and the preparation of a proposal for comprehensive monitoring of the area of ​​rights from public funds.

- Analysis of the existing system of rights to public funds, which includes the identification and analysis of measures for disbursement of funds and other forms of aid that contribute to the reduction of poverty of individuals or groups at risk.

- Measurable indicators and comparison with other countries, which includes a benchmark analysis based on available secondary data available for selected EU member states and an analysis of indicators and statistics used at the EU level to monitor the area of ​​poverty.

- Designation of responsible persons for individual measures, which includes the preparation of a matrix of responsibilities and responsibilities with included substantive sets of activities, conducted in-depth interviews with stakeholders and the design of verification of the realization of goals and the design of the implementation report.

- Formulation of recommendations for policymakers (based on available data) related to the system of rights from public funds, which includes conducting a focus group with interested stakeholders, in-depth interviews, which are the basis for recommendations for measures at the state level.

- Preparation of a report on stakeholders in the system of rights from public funds, which includes an established network of stakeholders, the implementation of a focus group with interested stakeholders, conducted in-depth interviews, sensibly formed experience groups, discussed the area of ​​sustainable management and vulnerable groups, and a more precise definition of the role of humanitarian and non-governmental organizations in public interest.
